Authorized Representative of the President of the Republic of Azerbaijan in the Nakhchivan Autonomous Republic, Ministry of Science and Education of the Republic of Azerbaijan, "Return to West Azerbaijan" festival-congress was held under the joint organization of Nakhchivan State University and West Azerbaijan Community.    On December 24, 2022, in accordance with the tasks defined by the President of the Republic of Azerbaijan Mr. Ilham Aliyev during his meeting with a group of intellectuals from West Azerbaijan, systematic measures regarding the return to West Azerbaijan have been started in our country and the concept was adopted for this purpose.The "Return to Western Azerbaijan" festival-congress is also the implementation of tasks defined by Mr. President in this direction, especially the history of Western Azerbaijan.
   The General director of the Institute of Soil Science and Agrochemistry, corresponding member of ANAS, professor Alovsat Guliyev, who took part in the event, delivered a report on "West Azerbaijan and Nakhchivan: from deportation to return". In his report, the scientist noted that, the invasion of Nakhchivan was always one of the cunning plans of the Armenians, but thanks to the visionary policy and decisive decisions of our Great Leader Heydar Aliyev, they could not achieve these wishes of the hated enemy. Professor Alovsat Guliyev said in his speech that, Armenians were trying to implement a cunning project under the name of draining Arpachay, which is the only source of water for irrigating the fertile lands of Sharur region, into Goycha lake in order to strike the economy of Nakhchivan.For this purpose, when the Arpa-Goycha tunnel was built, the orogeny process under the Little Caucasus mountains with a complex geological structure was not taken into account, so the water flowing from Arpachay to Goycha lake caused a mass destruction of fish in the lake.The scientist also said that, at that time, a project was developed and decided to construct the Right Bank canal of the Bazarchay water flowing through the territory of Garakilsa district and to connect it to the Nakhchivanchay stream by digging a tunnel about 11 km long, and to provide irrigation water to 16 thousand ha of land, but this project was not implemented until 1933.The scientist's speech was received with interest by the participants of the big event.
   It should be noted that, along with a number of officials, rectors of prestigious universities of the Republic of Azerbaijan and Turkey, prominent researchers participated in the event.
